A: Yes,it is preferable to apply Ocean Glow(r) H&B Mist first, before you apply foundation. This would allow the kelp nutrients to be absorbed - referred to as trans dermal absorption - , and the kelp organic gel to microscopically coat the face and neck area. This would not affect or influence the function of your base foundation.
